119 and 110
Japan splits its emergency numbers the other way from the American 911. 119 reaches the fire service and the ambulance — one number for both, because the fire service runs the ambulances. 110 reaches the police. Both are free from any phone, including a locked one. Say the address first and the problem second, since the address is what gets the vehicle moving. If your Japanese fails, 119 operators can usually reach an interpreter, and staying on the line is the right instinct.
