You need a parking space before a car
Japan drives on the left, and getting a license is a serious expense: a course at a 教習所 runs to the equivalent of a couple of thousand dollars and takes weeks. The stranger requirement comes before you buy the car at all. In most cities you must produce a 車庫証明, police confirmation that you have somewhere off-street to keep it, before the vehicle can be registered. No parking space, no car — part of why many people simply do without one.
