Dogs go where people go
France has one of the highest rates of dog ownership in Europe, and dogs go where their owners go. A dog under a café table is ordinary, in a restaurant unremarkable, on a train ticketed and legal. Nobody will ask you to move it, and waiters often bring a bowl of water unprompted. The other side of this is the sidewalk, a longstanding municipal complaint and the subject of periodic campaigns and fines. Ask before petting, though: the dog is treated as its owner's companion rather than as public entertainment.
