How expropriation proceeds
Under China's national regulations on the expropriation of housing on state-owned land (2011) and local rules, the redevelopment of old housing in Shanghai has generally followed two rounds of consultation. In the first, residents are asked whether they agree to the redevelopment at all; if the share in favor reaches the level the rules require, the process continues. The authorities then publish a compensation plan. In the second round, households sign compensation agreements, choosing between 货币补偿 (cash) and 产权调换 (a flat, usually in an outer district). The plan typically only takes effect if the signing rate reaches a set proportion within a set time. Households who do not agree can put their case through official channels, and procedures for unresolved cases exist. The lesson describes the process as it is laid down, without judging it. The film's interest is in the people inside it — the seventy-one households who said yes, and the two who did not.
