How a Spanish village council decides
Julián's single sentence, I'd vote against it in the pleno, tells you most of what you need to know about how a small Spanish municipality decides things. Every municipality, however small, has an ayuntamiento with an alcalde or alcaldesa and concejales elected every four years. Important decisions, the budget, regulations, contracts above a certain size, agreements with other bodies, are taken by the pleno, the full council meeting, which is public. In a village of forty people the council may have only three members, and one vote decides everything. A concejal de hacienda who controls the budget and has a reputation for saying no is a real power, and a sensible mayor brings him into the room early, as the Alcaldesa does. Money is the constraint behind every sentence. Small municipalities have tiny budgets, mostly committed to basic services, and almost no margin to absorb a loss. Grants from the provincial council and regional government make projects possible, but they come with rules, and local politicians know that one visible failure, public money ending up in a holiday home, can end a career and poison the next project for years. That is why the conditions Alex writes down, insurance in writing, a deposit, a three-year commitment with a proportional penalty, matter more than the vision. The vocabulary of rental contracts is useful well beyond this lesson. In Spain la fianza, the deposit, is regulated and usually equal to one or two months' rent; a desperfecto is damage beyond normal wear; impagos, unpaid rent, are the landlord's great fear, and seguros de impago, rent-default insurance, exist precisely to calm it. A foreigner renting a flat in Madrid will hear every one of these words.
