How Spanish public contracts are won
Much of Cierzo's work, and of any consultancy that works with Spanish local government, comes through public procurement, la contratación pública, and the process explains this whole call. A public body that wants a service publishes a tender, el concurso or licitación, on an official platform. It comes with el pliego, the specifications: what must be delivered, what the bid must include, and how bids will be scored. Scoring is usually split between criteria that can be judged, the quality of the methodology, the team's experience, and criteria assessed by formula, above all price. A mesa de contratación of officials reviews the bids, and the result is published as la resolución, which losing bidders can challenge. Two features of the system shape how people talk. First, everything must be fair and documented, so officials are careful about what they say to bidders, and requests for clarification are often answered in writing or on the record. The técnica's de manera informal is a deliberate step outside that, and her phrasing, I'm not telling you to lower it, but I wouldn't tell you to leave it, is designed to be impossible to quote as an instruction. Second, price weighs heavily in most tenders, and bids that are very cheap can be flagged as anormalmente bajas, abnormally low, so lowering a price is itself a judgment. The data question is real too. Spain has two main population sources: the padrón municipal, the register every resident must join in their town hall, updated continuously, and the censo, the statistical census run by the national statistics institute. They can differ, especially in villages where people register for services but live elsewhere, and a good consultant explains the difference rather than picking the number that suits the argument.
