From cooperator to innkeeper
Opening even a small guesthouse in Japan is regulated. Under the Inns and Hotels Act (旅館業法), a guesthouse usually needs a permit as a 簡易宿所 (simple lodging) from the local public health center, and the building must pass fire-safety checks by the fire department; zoning and building rules also apply. Since 2018, a separate system for private home-sharing (民泊) has also existed, with a cap on the number of nights per year. For 地域おこし協力隊 members, many municipalities and national programs provide start-up support for those who open a business in the area at the end of their term. Banks and local credit unions may lend for renovation, often asking for a business plan with realistic occupancy and income estimates. The grammar of this lesson is the grammar of conditions and judgment in planning: てからでないと, たところで, ばそれまでだ, をおいて and ないものでもない.
