Who has to file, and why almost everyone should anyway
German income tax is withheld from your salary each month, which means most employees have already paid — usually slightly too much. That is the whole reason to file. Filing is compulsory only in particular circumstances: if you had more than one employer at once, if you or a spouse used tax classes three and five, if you drew certain benefits such as Elterngeld or Kurzarbeitergeld, if you had side income above a threshold, or if the office has asked you to. An ordinary single employee in tax class one usually need not file at all. But filing voluntarily is a different matter, and the numbers argue for it: the average refund runs to several hundred euros and often more. The reason is that withholding cannot know your circumstances — what you spent on getting to work, on training, on tools, on childcare, on a home office. A flat-rate allowance for work costs is already built into the withholding, so your actual expenses only change anything if they exceed it; the commuting allowance, the Pendlerpauschale, is what most often pushes them over. The deadlines differ and this is the detail worth getting right. A compulsory return is due by 31 July following the tax year, and considerably later if a tax adviser files for you. A voluntary return can be filed up to four years afterwards — so in 2026 you could still file for 2022 — and there is no penalty for a late voluntary filing, because you were never obliged. Tobias's Keine Panik is accurate. How to do it. ELSTER is the tax office's own portal and it is free, thorough and unfriendly. Commercial software costs a modest amount and walks you through in plain language. And a Lohnsteuerhilfeverein — an income-tax assistance association — will prepare the return of an employee for an annual membership fee scaled to income, which for a straightforward case is the cheapest real help available. A Steuerberater is the expensive option and worth it only for something complicated. One word of warning about a compound: der Steuerbescheid, the assessment, arrives with a deadline of its own. You have one month to object — Einspruch — and lesson 77 is about exactly that kind of letter.
