不好意思 before 对不起
Chinese has two apologies and they do not substitute for each other. 不好意思 covers the ordinary friction of a day — squeezing past someone, arriving a few minutes late, asking a favor, interrupting — and it doubles as excuse me. 对不起 is heavier: it admits fault for something that mattered. Using it for a small thing sounds disproportionate, and using 不好意思 for something serious sounds as though you have not grasped what you did. An hour late with a dead phone is 对不起 territory.
