The second round
In the second round of Shanghai's old-housing expropriations, households sign compensation agreements within a set period, often a few months. Under the procedures generally followed, the agreements take effect only if the signing rate reaches a set proportion by the deadline; if it does not, the expropriation does not go ahead and signed agreements lapse. This gives every household a stake in its neighbors' decisions. Signing usually takes place at a temporary expropriation office in or near the neighborhood. Agreements are signed, fingerprinted and stamped, and the details — compensation amounts, the flat chosen — are confidential to each household. The film shows 顾阿婆's hand and face as she signs, and nothing of the agreement itself.
